District 14 Background: District 14 is located in Sarpy County and covers the majority of the Papillion and La Vista areas. Incumbent John Arch is term limited.

SuAnn Witt is an educator, and community leader from Papillion. After a 25-year career with Omaha Public Schools and subsequent service with the Nebraska Department of Education, she was elected to the Papillion La Vista School Board in 2018 and serves as its 2025 president. Witt’s campaign focuses on property tax reform, lowering healthcare costs, reducing government spending, supporting public schools, expanding economic opportunity, backing first responders, and protecting voter-approved initiatives.

Bill Bowes is a longtime Sarpy County resident, retired fire chief, educator, and community volunteer running for the District 14 seat in the Nebraska Legislature. After beginning his career as a math and science teacher, Bowes spent 38 years in the fire service, including serving as chief of the Papillion Fire Department and helping lead the merger of the Papillion and La Vista fire departments. A father, grandfather, and active civic leader, Bowes says his campaign is rooted in a lifetime of public service and focuses on property tax reform, restructuring Nebraska’s tax system, limiting government growth, and protecting the constitutional rights of Nebraskans.
