District 28 Background: District 28 is located in south-central Lincoln. Former state Sen. Patty Pansing-Brooks had been term-limited, and Jane Raybould has held the seat for 4 years. Raybould chose to not seek another term and Pansing Brooks is seeking the seat again.
Pansing Brooks is a Lincoln attorney, former state senator, and lifelong Nebraskan who previously represented District 28 in the Nebraska Legislature from 2014 to 2022. During her tenure, she championed issues such as public education, juvenile justice reform, child welfare, and community development while working across party lines on initiatives including dyslexia education and efforts related to Whiteclay. Now seeking a return to the Legislature, Pansing Brooks is focused on strengthening public schools, expanding healthcare access, protecting workers' rights, supporting small businesses, combating human trafficking, improving correctional reentry programs, and creating greater opportunities for Nebraska families and communities.
Woodson graduated from the University of Nebraska-Lincoln in 2025 with a master’s degree in Community and Regional Planning.
