District 16 Background: The District covers portions of Washington, Burt, Cuming, and Stanton Counties in northeast Nebraska, including Blair, Tekamah, Oakland, West Point, and surrounding rural communities. The seat is currently held by Senator Ben Hansen, who is term limited and cannot seek reelection. The district has historically leaned Republican and is largely rural, with agriculture, small business, manufacturing, and healthcare serving as key economic drivers.

Ted Japp is a chiropractor, former Papio-Missouri River Natural Resources District board member, and lifelong resident of the Blair/Kennard area.
