KEARNEY—A second federal lawsuit has been filed over alleged sexual abuse at Nebraska’s Youth Rehabilitation and Treatment Center in Kearney, accusing 10 current and former state employees of failing to protect a teenage boy from abuse by two staff members. The lawsuit alleges a pattern of inadequate investigations, victim blaming, and retaliation against youth who reported misconduct. An earlier state investigation identified sexual abuse allegations involving 37 boys and 19 employees. The lawsuit seeks financial compensation and accountability for alleged constitutional rights violations, while additional lawsuits may follow.
